Conclusion

The distinctive form of the policymaking and administrative process in Northern Ireland has been shaped by wider historical, political, and constitutional forces. The legacies of direct rule and of devolution, itself the result of an earlier attempt at constitutional change and institution building, have had a profound influence on structures of policy and administration, on patterns of political accountability, and on the extent of policy variation. Although Great Britain has traditionally provided the standard against which policy development in Northern Ireland has been judged, other external actors such as the Republic of Ireland and the EU have become increasingly important. There is also a high degree of consensus regarding the nature of constitutional change amongst political elites in both the United Kingdom and the Republic of Ireland, and alternation of political parties in government is unlikely to have much impact on policies toward Northern Ireland. Indeed, both of the new governments elected in 1997 made it clear that they will continue to follow the general lines of policy set by their predecessors. To some extent the outcome of political negotiations has been prejudged. In the future, therefore, it is likely that the structures and processes of policymaking in Northern Ireland will be recast along the lines envisaged in the Framework Documents to reflect the basic compromises involved in a resolution of fundamental political problems.
